Overview:

 

Chevron Products Company is currently searching for an experienced Cost Estimating SME that will be responsible for supporting refinery projects ranging in size from $2MM to $75MM.

 

Perform cost validations of estimates for projects ranging from $1MM to $15MM+ and interfacing with project teams to incorporate the results of these reviews. Additionally, this position will update and maintain databases and tools for cost estimating, establish strategic plans to drive cost predictability and cost efficiency in refinery projects and general construction work, and provide training on cost estimating principles and practices to engineering and maintenance groups in the refinery. This position will work with similar positions in the company to help drive consistency across Business Units. The Cost Estimating SME position will be based at the Chevron El Segundo Refinery in Southern California.

 

Responsibilities for this position may include but are not limited to:

 

  • Validate all Capital Project estimates less than $15MM for cost effectiveness and compliance with Chevron estimating standards
  • Work with Global Manufacturing Estimating SME to maintain estimating standards in the El Segundo Refinery
  • Review and provide input on maintenance turnaround (IMPACT) shared cost. Work closely with the IMPACT Project Controls to validate shared cost.
  • Help develop a database using Project lookbacks and historical billing rates to improve future project cost estimates.
  • Create new expenditure request guidelines and approve expenditure request cost estimates for the refinery.
  • Conduct Cost and Schedule Risk Assessments for all Capital Projects less than $15MM to generate reasonable contingency for the project.
  • Develop Project Controls Estimating section of the Project Execution Plan (PEP) for Phase 2, Phase 3, and Phase 4 on refinery projects.
  • Review approved Project Execution Plans (PEP) for each phase of the project to understand the scope of the work and execution philosophy.  Understand how the PEP will affect the project’s cost estimate.
  • Review approved Contracting Plan for each phase of the project to understand and ensure the compatibility of the Contracting Plan with the PEP.  Understand how the Contracting Plan will affect the project’s cost estimates.
  • Review and validate estimates developed by engineering and construction contractors.  Advise Project Manager and project team of findings and ensure corrective actions are taken as appropriate.
  • Review construction bid analysis to make sure construction contractor estimates are accurate and reasonable.
  • Train Designs Engineering/IMPACT and Construction Management groups on generating and validating accurate estimates.
  • Collaborate with Company Cost Engineering Network.

 

Required Qualifications:

 

  • Bachelor’s Degree in Engineering, Accounting or Business with applicable cost estimating experience.
  • Minimum of 10 years’ relative experience in a Design/Construction estimating role with an engineering or construction company will be considered in lieu of academic requirement.
  • Cost estimating and scheduling experience within the Oil and Gas Industry.
  • Knowledge of estimating software (Timberline, Icarus, etc.).
  • Demonstrated strong written and verbal communication skills and ability to interface with varied audiences ranging from technical design professionals to field construction contractors.
